The Public Libraries of Navarra lend out to all individuals and institutions who are member cardholders. The following types of loan are available:
- Personal loans for normal members.
- Group loans for public and private institutions, such as schools, colleges, hospitals, associations, local authorities, groups, etc.
- Interlibrary loans for loan requests from libraries other than that at which the application is made.

| Personal loan |
| Each member can borrow up to 7 documents at any given time.
The loan of different types of document at each library is as follows:
- 3 books for 21 days, with up to 2 loan renewals for the same period of time if the books have not been reserved by another member.
- 2 magazines for 7 days, with up to 2 loan renewals for the same period of time if the magazines have not been reserved by another member.
- 2 videos, CD-ROMs, DVDs, CDs for 4 days, with 1 loan renewal for the same period of time if they have not been reserved by another member.
Failure to comply with return dates involves the suspension of cardholder privileges for 1 day per day of delay per document.
If a document is lost or defaced, then it must be replaced with a new copy.

| Group loan |
| This service is aimed at any organisation which groups together members with limitations on the use of personal loans or any organisation which requires the loan of a batch of documents from the library.
Each organisation may borrow up to 50 documents from the group of Public Libraries of Navarra at any given time.
The organisation must officially name a person considered responsible for library use. The loan of different types of document at each library is as follows:
- 50 books and magazines for 30 days, with one renewal for the same period of time, made before the return date, if they have not been reserved by another member.
- 10 videos, CD-ROMs, DVDs or CDs for 15 days, with one renewal for the same period of time, made before the return date, if they have not been reserved by another member.

| Interlibrary loan |
- This service allows libraries to attend loan requests from members for documents available at other libraries. The library tries to find and arrange the loan of copies or originals of these documents.
- Depending on the nature of the documents, these may be made available for consultation at the library itself for a period of 10 days or lent out in accordance with the rules concerning personal loans.
- Interlibrary loans within the Government of Navarra Library system are free of charge.
- Members are required to cover postage costs, when relevant, for interlibrary loans involving libraries which do not form part of the Government of Navarra Library system
- The cost of photocopies needs to be paid together with postage costs when relevant.

| Renewals |
In addition to conventional loans, it is also possible to:
- Renew loans: Renewal involves extending the loan period relevant to each document and is available within the 5-day period prior to the return date if the document in question has not been reserved by another member. Books and magazines may be renewed up to 2 times; videos, CD-ROMs, CDs and DVDs may only be renewed once.
- Reserve documents: up to three documents may be reserved at any given time (two books or magazines and one audiovisual).
