Micro-Actions
These are minor and general interventions, aimed at meeting the basic needs of the underprivileged in developing countries, directly or indirectly. They can have either of two specific goals: (a) investment in capital goods or other purchases for development projects; (b) actions taking less time or money than development projects.

Projects
These are general actions, open to all developing countries, financing annual interventions with clear goals and for specific population sectors.

Programmes
This instrument is the most specialised and focused instrument of cooperation in Navarra. It is intended to have a high impact in major Master Plan priority areas by financing three-year integrated or sector interventions.
