In addition, the plan is expected to have a positive impact on the Navarra society as well, promoting values such as international solidarity, social integration or inclusion, and the responsible consumption of goods and energy, which affects social and economic development in developing countries.
We would like to thank all the people, organisations and institutions that have been involved in the design of the First Master Plan for Cooperation in Navarra 2007-2010. Without their valuable work, the plan would not be a reality today.

Chapter 1
A review of the starting point and a discussion of the legal framework of the Government of Navarra’s past and present cooperation actions.
Chapter 2
An analysis of the principles and values that underpin the actions of the Government of Navarra and other agents involved in community cooperation efforts, and come before others that should be taken into account after their relevance and influence (international principles) and those that govern cooperation in Spain and have a bearing on Autonomous Communities.
Chapter 3
A discussion of the plan’s goals and strategic courses of action. The goals are laid down in a global and strategic perspective, from the general to the particular. They mark what should be attained through the Government of Navarra’s actions, realised in major courses of action for four years (2007 to 2010).
Chapter 4
A summary of the range of actors involved in the Government of Navarra’s Cooperation Plan.
Chapter 5
A definition of the instruments of cooperation in Navarra for the relevant period and a list of the five main types of action for international cooperation: cooperation for development; education for development and awareness; technical assistance, research and training; humanitarian aid; and mixed strategies.
Chapter 6
An estimation of the Master Plan’s budget, which is subject to approval by the Government of Navarra and should conform to the strategies mentioned in previous chapters.
Chapter 7
A discussion of the Master Plan’s assessment system, including the tools and agents involved in the measurement and evaluation of the actions planned.
Glossary
A list of key words and concepts for the understanding of the current CID system.
