Graphic 4 shows that the legal status of most development NGOs is "association," even though they are losing financing ground against foundations and development NGO associations or consortiums. Religious organisations, which had a key role in the origin and development of CID in Navarra, has had a less essential role over the past few years. On the other hand, public organisations have found themselves a niche in Navarra’s financing system.
