Miguel Sanz Sesma headed the list for UPN in the elections held on 27 May 2007. The ensuing result meant that Unión del Pueblo Navarro was the most voted party, polling 139,122 votes, which mean that it won 22 seats from a total of 50.
On 10 August, Miguel Sanz presented his investiture speech before the Parliament of Navarre, which was approved the next day by overall majority in the second ballot, as it had the supporting vote of 24 MP’s, corresponding to Unión del Pueblo Navarro (22) and Convergencia de Demócratas de Navarra (2). He obtained twelve votes against from Nafarroa Bai (NA-BAI) and two from Izquierda Unida/Ezker Batua (IUN/EB), as well as eleven blank ballot-paper and an abstention from Partido Socialista de Navarra (PSN/PSOE).
His acceptance speech detailed the policy aims of his Government’s action that would revolve around the following core issues:
