Spokesman of the Government

Alberto Catalán

Alberto Catalán Higueras.

Born in Corella (Navarre) in 1962, married, with a daughter, a graduate in Pharmacy from the Universidad de Navarra, a pharmacist by profession and a merbership of the Farmaceutical Association of Navarra.

Has participated in youth and leisure associations from a very early age. In 1987 he jointed UPN and took part in the activities of its youth section (Juventudes Navarras). In 1989 was elected President of the Association, a post he held until 1994.

In May 1991 he was proposed by Juventudes Navarras as a candidate to the Parliament of Navarre for UPN and won his seat in the regional elections of that year. In that Legislature (1991-1995) he was Assistant Secretary to the Bureau of the Parliament of Navarre. In the regional elections of May 1995 he was re-elected and repeated his post of Assistant Secretary to the Chamber.

When UPN took over the Government of Navarre after the crisis produced by the resignation of Javier Otano (PSN-PSOE) in September 1996 he took over from Miguel Sanz (who was elected President) as Spokesman of the Parliamentary Group in the Parliament of Navarre.

In the elections to the Parliament of Navarre of 13 June 1999 he maintained his seat, and was appointed Spokesman of the Parliamentary Group of UPN.

From 1991 to 1993 was a member of the Executive Committee of UPN in representation of the youth section of the party. In the IV Congress of UPN held in Pamplona in January 1993 he was elected a member of the party's Executive Committee, a post to which he was re-elected in the V Congress in February 1997. Has been a member of the Political Council since 1998. In 1999 the Executive Committeee of UPN appointed him Spokesman of the party and Coordinator of the Municipal Groups.

In the VI Congress in February 2001 he was elected Secretary-General of the party. He also took over as Spokesman for UPN.

After the elections held in may 2003, he became Counselor of Local Administration and Spokesman of the Government of Navarre. He has been President of the public company Navarra de Infraestructuras Locales (NILSA) and of the Consortium of users of the supply system for cities from the Channel of Navarre and of the Consortium for the treatment of urban residues of Navarre, constituted during this legislature.

In August 2007 he was appointed councillor of Institutional Relations and Spokesman of the Government of Navarre.
