Between 1982 and 1984 he was Chief Site Engineer for “Ferrovial, S.A.”. In this latter year he became President of the Montejurra Mancomunidad Association, based in Estella. From 1986 to 1996 he was Technical director of the Pamplona District Mancomunidad Association.

He has been president of the Committee for Water and Wastewater Networks of the Spanish Water and Wastewater Association and member of the 4th Committee of the European Water and Wastewater Association. Author of different publications on water systems and drainage.

In 1996 he was appointed Director General of Public Works for the Government of Navarre, a position he has held up until his promotion to Minister of Public Works, Transport & Communications in February 2004.

He has been a member of the administrative board of Nafinco, member and president of Audenasa, and he is a member of the administrative board of Canal de Navarra, S.A. and president of the company Ciudad del Transporte de la Comarca de Pamplona, S.A.

In August 2007 he was appointed Vice President of the Government of Navarre and he is now Councillor of Economy and Finance.
