1996-1999: second government of Unión del Pueblo Navarro
1996-1999 Period
Following the resignation in June 1996 of Javier Otano, president of the coalition government formed in accordance with the results of the elections held the previous year, a new cabinet was constituted in Navarre presided over by the candidate from UPN, Miguel Sanz Sesma, backed only by his own party’s members of parliament. The government lined up as follows:

- Economy & Treasury: José María Aracama Yoldi (Pamplona, 25-7-1954).
- Environment, Territorial Organisation & Housing: Yolanda Barcina Angulo (Burgos 4-4-1960).
- Education & Culture: Javier Marcotegui Ros (Pamplona, 21-9-1948).
- Health: Santiago Cervera Soto (Pamplona, 27-3-1965).
- Social Welfare: Calixto Ayesa Dianada (Pamplona, 25-2-1936).
- Public Works, Transport & Communications: José Ignacio Palacios Zuasti (Pamplona, 14-8-1952).
- Agriculture, Livestock & Food: Ignacio Martínez Alfaro (Carcastillo, 30-10-1955).
