1983-1987: first socialist government
1983-1987 Legislature
On 8 May 1983, 379,692 voters in Navarre were called to the polls. 70.86% responded, whereby abstention stood at 29.14%, a few tenths below the figure recorded in 1979. The results were as follows: PSOE 20 seats (94,737 votes), UPN 13 (62,072), Coalition AP-PDP-UL 8 (37,554), HB 6 (28,055) and PNV 3 (18,161). The composition of the new Government was as follows:

- Municipal Administration: Jesús Malón Nicolao (Mélida, 23-10-1934).
- Industry & Energy: Antonio Aragón Elizalde (Lodosa, 25-8-1950).
- Education & Culture: Román Felones Morrás (Los Arcos, 4-2-1951).
- Health & Social Welfare: Federico Tajadura Iso (Pamplona, 13-12-1942).
- Public Works & Territorial Organisation: José Javier Arraiza Meoqui (Pamplona, 14-3-1941).
- Economy & Treasury: José Manuel Aralabán Esparza (Lodosa, 5-1-1950).
