Agreement signed bay the political parties UPN/CDN to form a Coalition Government with a programme for progress for the term of office (2007-2011). Main aspects:

GOVERNABILITY. Both Political Parties will ensure the governability of the Institutions of the Autonomous Community throughout the 2007-2011 term of office, by forming a stable Coalition Government with the backing of the Unión del Pueblo Navarro and Convergencia de Demócratas de Navarra parties within the Parliament of Navarre and their respective Parliamentary Groups.

PRINCIPALS. The Coalition Government that is formed will perform its political activity in accordance with the contents of the following principals:

• The recognition of the identity and personality of Navarre as an individual and differentiated Community, at national and European level, within the framework established by the Constitution and the Organic Law on Reincorporation and Revision of the Navarre Legal System, which requires the promotion and external projection of its image, symbols and self-government.
  
  
• The conception that the Economic Agreement is the best instrument for economic-financial regulation between Navarre and the Spanish State, in order to guarantee Navarre’s solidarity with the Spanish people and the social and economic progress of the people of Navarre.
  
  
• The conception that is it essential for the economic and social development of Navarre and for its governability that the General Budget of Navarre be of an annual nature, and that it should be approved with sufficient parliamentary consensus with all other political forces from a situation of balance and stability in the public accounts.
  
  
• The need to maintain the accord between the Tax System of Navarre and the system in force in the rest of Spain to ensure the citizens of Navarre are not in worse fiscal condition and to avoid the dislocation of income and the losses that may be derived for Navarre Tax Authorities.
  
  
• For Government’s actions to be carried out from a perspective of constitutionalism, collaboration and institutional loyalty, of coexistence and progress, with special emphasis on social policies and the backing of the economic and social agents who are part of the Multi-Sector Agreement.

INVESTITURE PROGRAMME: The Coalition Government formed will carry out its actions according to the investiture programme which will be presented by the candidate for the Presidency of the Government before the Parliament of Navarre, which the signatory Parties are aware of, assume and accept as their own.

POLITICAL-INSTITUTIONAL STABILITY: The Parliamentary Groups of the signatory Parties will guarantee political-institutional stability and will coordinate their parliamentary actions throughout the term of office in order to provide their maximum support to the Government’s activity, to exercise their vote in the same way and to encourage dialogue and consensus with the other political forces that may attend to the demands of the other Parliamentary Groups that make up the Parliament of Navarre, whereby their actions will be in line with the rules and commitments undertaken in the pact signed in the 2003-2007 term of office.
